Are these iPhones Unlockable??

I'm about to buy an iPhone and I got 2 offers. One is iOS 4.0 with 05.12.01 modem firmware and the other is 4.0.1 with 05.14.04 modem firmware.

I have T-Mobile, so I will be buying the one that is unlockable.

The 5.12.01 is unlockable
