Does the iPhone4 need to be unlocked?

I understand that there is no jailbreak and unlock tools for the recent versions at the moment. However, I would like to know if there is one, should I unlock the iPhone4 for my friend in Germany, so he can have an access to his SIM card? Or is this not necessary? I'm not familiar with all of this unlocking stuff.
