planning to downgrade my iphone 3g from 4.0 to 3.1.3 snice it's running so slow,

now i just got internet at my new home, so i have no wifi or router, therefore i won't be able use cydia or wifi, and i use my iphone with t-mobile, so question is how will i be able to unlock my iphone without the use of cydia or wifi.
