Iphone 3gs on ios 4 jailbreaked.help please

I received an iphone from my brother yesterday i proceeded to jailbreak using "jailbreakme" then unlocked using ultrasnow.all went smooth, it was all until i decided to reset the phone and clear storage the phone became stuck at apple logo. i was thinking of restoring to 4.0 but then i thought how can i activate i did not see anything here which explained a situation like mine.i would really appreciate your help my brother lives in Cali i live in Boston he gave me this phone because he has an iphone4 there i no way for me to get a hold of his sim to activate. Thanks in advanced

Update-i restored the phone to 4.0 and now looking into hacktivating it.i saw posts mentioning it was not possible tried to restore to 3.1.3 but got error 1391

Try to look for someoe who's with AT&T and borrow their sim card to activate your iphone. I'm not sure if it is the same with IP4 but I'm with Tmob and when I activated my IP4, I just left the original sim that came with the IP4 inside and I got through the Emergency screen. When I unlocked the IP$ with ultrasn0w, it activated my phone automatically. Hope this helps.
