unlocking UNACTIVATED 3gs

I'v searched around everywhere for a solution to this and just can't find one anywhere...

I have an iPhone 3gs 32gb (New Bootrom)which has iOS4 on it. The trouble is that it is locked to some japanese network and so unusable to me.
I know that if it was jailbroken i could unlock it with ultrasn0w, but i cant find a way to jailbreak it without it first being activated or downgrading first, however i cant activate it due to it being locked and i cant downgrade because it wasnt jailbroken before so theres no shsh files saved.

If anyone knows a solution to this id be very grateful.

You cannot jailbreak at iOS 4.0, you cannot downgrade either because you don't have the shsh file too. What you need now is an official sim card to insert in to activate it to the Springboard to use it as an Ipod Touch.

all i'm really bothered about is unlocking it. Is there no way at all that it can be unlocked?

It must be jailbroken first before you can unlock it.
