How does the site unlockit.co.nz work?

I am in Taiwan with a supposedly locked iPhone 4. I have a pre-paid SIM card from Taiwan mobile that I want to cut down to the micro SIM dimensions and then use that website so I can make calls from my iPhone 4. Will this work?

This site does not unlock the phone. It allows you to manually install an APN to make the web work.

If your phone is locked, you have to wait for the jailbreak and unlock to be released. The iPhone 4 does not have that option yet.
