iphone 4 and non iphone plan ATT plan

I have a iphone 4 activated by another sim, I wanted to get a cheap att plan and use it with the iphone. will it work? I will cut the sim or get the number put on the stock micro sim.

Think you will have to unlock the phone to do so. There is no jailbreak or unlock for iPhone 4 at this time.

well right now its all activated and i can use everything, i cut up a blank att sim and it says no service which means it didnt decline it like it would a t mobile sim

Sure, you can use an AT&T SIM to activate an iPhone, but it wont give you service if its not unlocked. Locked iPhones to AT&T only work on an actual iPhone specific plan. A prepaid iPhone plan would work, but not a standard prepaid plan. Whether AT&T or not, in your case youd need to unlock.
