I restored 3 phones 3G to 4.0 and all 3 phones work with T-Mobile and Vodafone Sim-Cards right after the restore. You can jailbreak after restoring to 4.0 but pretty much you don't need ultrasnow anymore for iphone 3G.
This will not work on 3GS a I tried and it does not unlock 3GS.

Enter Cydia, Sources, click on "repo666.ultrasn0w.com" and then install 'Ultrasn0w' It can currently unlock every version of modem.

AT&T would not let that happen over here. They will unlock any phone except for the iPhone.
