Is this a scam?

Everyone seems to pretty much be in agreement that 3.1.3 with the updated bb's and such can not be unlocked yet. I get that, but I keep coming across websites like this:************* that claim it can be done for a price. I am almost positive this is a scam, but there seems to be some chatter on some other websites about it, so I just wanted to see if anyone knows anything about this.

Scam for sure, if there was an unlock, you would find it here for free.
