Unlocking Unactivated iPhone 3GS firmware 3.1.3

Hello,

I have an iPhone 3GS which had default firmware 3.1.2 (bought last year) and was fully unlocked and jailbroken in Canada. Now, I accidentally upgraded it to 3.1.3 via iTunes and all my attempts to unlock it again were unsuccessful, mostly because I'm now in Ukraine, where they have lockable Sims , which won't allow me to access anything, and I don't have a sim to which this phone was originally locked. I can't downgrade to 3.1.2 either. Help Please!!!
