My situation is different (BB 05.12.01)... I can't live without my phone!!!

Hi, 10 hours of reading on forums and I finally had to upgrade to 3.1.3 because the following wasn't working in DFU or Recovery mode:
- redsn0w restore
- sn0wbreeze
- iRecovery
- Updating Hosts file to add Saurik's server
- Connecting with iFunbox
- iHh8sn0w iREB

My phone was essentially bricked and I had to restore to 3.1.3 from iTunes. Now I'm not in the US, but I'm using my dad's iPhone 3GS locked to AT&T. He has no use for the iPhone or his AT&T sim card.

Given that I am no longer "locked out" of my iPhone, do I have any options? Can I modify files somehow to get it working with my local carrier?

nope. you can't unlock or jailbreak. you now have to wait for an unlock/jailbreak.
