bought iphone, saying waiting for activation/no signal?

my brother bought an iphone off ebay, presuming he'd just put in sim and off he went, but he's put in his sim and it's saying 'waiting for activation' and he gets no signal. i'm pretty good with unlocking/jailbreaking having done it on diff gens and different iphones, but i'm stumped at this....any help? i put it to factory settings, 3.1.3 and tried unlocking with pwnagetool 3.1.5 but it just stops on 'connect device to usb' tried a few other unlock/jailbreak methods but nothings prevailed so far.

I'm sorry but you really need to specify what "an iPhone" is. If it is a 2G or 3G or 3Gs. By "unlock" with pwnagetool, did you mean jailbreak? Because PwnageTool is not an unlock tool. You need to also specify what baseband it is on if it isn't a 2G phone. If you are on baseband 5.12.01 it is NOT unlockable. If it is on any other baseband or if it is a 2G phone, you need to specify what exactly is going on by giving a step by step process of what you've done.
