Does wifi not work on iphone 3g if the sim is not activated

hi been trying to fix my wifi for 2 days now on my new iphone still no look so im just woundering if your simcard isnt activated does wifi not work and if not please someone help me i really want to go on cydia to unlock so u can use my new iphone

The WIFI should work just fine, even if there is no SIM card inserted. Sounds like you might need to restore the phone and then run Blackra1n for jailbreak and test the WIFI agian. Remember do not update (you could ruin your unlock chances if updated to 3.1.3), just restore it to 3.1.2.
