Stuck in another country

All,
I have a 3G iphone running 3.1.2 and was Blackra1ned and everything has been AOK
I brought it with me on a trip down to the caribbean, and the battery got near empty I suffered the
my iPhone wont reboot syndrome some of us have, So my only option was to reload fortunately
I brought my Laptop., I reloaded 3.1.2 back to stock. I also brought my Old AT&T SIM (not active)
I have been using T-Mobile. anyways its just stuck on "Waiting for activation" I fear it due to me being in another country. If this is so can I use another metod to re unlock and Jailbreak my phone
bypassing the dreaded "ACTIVATION' message?
