Not sure what status Iphone is in

So I bought an iPhone 3gs to use it with another carrier (stationed in Germany). The phone came from the US. When I received the phone it I could actually use it similar to an iPod touch as it had not been powered down, but it wouldn't recognize my SIM (o2).

Didn't know much of anything about unlocking/jailbreaking at the time, but the phone was on 3.1.3 with bb 5.12. Somehow I ended up "restoring" it with iTunes (my ignorance) and now all I see is the "No SIM card installed" connect to iTunes sign. Of course when I connect it to iTunes it won't do anything as I don't have an AT&T SIM to activate it with. I have tried all kinds of downgrading options, but cannot get anything other than the emergency call screen.

Any suggestions on being able to use it as an iPod touch, while I wait out an unlock? Mods please move to another section if needed.

Download a custom restore firmware. Google it. This will restore your phone and jailbreak it, but sorry, no unlock for bb 5.12.01 yet.

So that will get the phone back to working like an iPod touch, but will have to wait for an unlock? And will I need the custome restore firmware for 3.1.3 because I tried this with snowbreeze and it didn't work and kept giving me 1600, and 1604 errors.

It should. and yes, you'll have to wait for the unlock for bb 5.12.01. Also read up on downgrading your firmware to 3.1.2.

If snowbreeze failed, you might be stuck. My advice is to get ahold of an AT&T sim, prepaid should do, and activate the phone.
