2G iPhone activation without data plan

Is this possible? A friend of a friend said he activated his iPhone 2G without data plan, how can that be if iTunes ask activation ?'s when trying to sync. Someone please help.

If you activate a 2G using iTunes, it will automatically add the data plan and there is no way around that. There may be a few people who have got the phone activated at an AT&T store without a plan added on but it is required.

And there's no other way to buy pass this Unless I'm with T-Mobile, right?
