Downgrade Boot loader?

So,long story short. i have a iphone 3g, its got the new boot loader. I know that downgrading firmware will not change base band. but im wondering if downgrading the firmware will downgrade boot loader? if not, explain what a boot loader is? is there any way to downgrade my iphone in any way to get it unlocked? i dont necesarily want it to be on 3.1.3.
