activation after unlock

I used blackra1n to unlock a 2g iphone. after the install I went and installed cydia then bootneuter in order to do a flash and unlock the phone. Everything goes through normally and says it's finished. With my ATT chip SIM in all works fine like it's suppose to. But then I put my Telcel chip in (Mexico) and it says the SIM is not for the phone and needs to be activated. There is a full signal from telcel but it's the screen that you can only make emergency calls. I called it from another phone and it rings and you can talk. I can place a call to whatever number I want, but it will not go off that emergency call only screen. When I connect it to itTunes, it says it can not activate it.

I can put my ATT chip back in, I can use the phone normal and get to all the apps. Put the telcel chip back in and the same thing. I can make & receive calls, (emergency calls screen only) but it will not allow me to go to the apps.

Any suggestions?

use pwnage tool and make sure you select "activate phone"
