Restore the iPhone and do not restore it from a backup. Make sure that you also have a NEW sim that has never been used before. ITunes should now be able to create a new account and activate the iPhone. One the activation is complete, you can then right click on your phone in iTunes and restore from your previous backup.
I just went through this tonight to activate an original iPhone and it activated perfectly.

Believe me, either nimble the certs off another iPhone/iPod Touch, or sell your 2G and buy a 3G.
What you're doing now is trying to add a new line of service through AT&T. GoPhone SIM won't work.
If you have a buddy with an iPhone on AT&T, you can use his account to activate it, but I'm not sure how that would play out.
If you're up to trying it, I've read that if you relock your 2Gs baseband, and then try the 3G trick, it *might* work. I've never tried it, but its worth a shot.
