Blackrain says no network

I'm new at all this,i have a 3g 16gb yhat i updated on itunes to 3.1.2 and i used blackrain rc3.i don't have data on my phone and i have a att and tmobile sim.after black rain installed i went to blackrain icon and the only choices i have are check network connection and uninstall blackrain.how do i get cydia on the phone without data plan if i can't get it through blackrain.i'm also using a windows puter.thanks.

U need WiFi to continue, find a hotspot and run blackra1n again, and u can make your choices

i don't have a data plan.i'm on tmobile and att prepaid and can't get datta plans.i do have witeless router on windows pc.
