Unlocking Query

hi i have purchased a used iphone from india.its already jailbreak and unlock.when i come to UK that iphone is not working with UK sim but still working with indain sim.I just go to unlocking shop and told him i want to unlock this iphone they its take time,after few minutes they told me this phone cannot be unlock because its stolen phone so it will be not work in UK.So its possible to unlock that phone.

lol Since when stolen phones *which itself somehow knows that it is stolen* cannot be unlocked?

On a serious note, may be they think it is a phone stolen from CONTRACT with At&T.
