Are you on an official carrier? If so then put your sim card into your phone and plug into iTunes.
If not then use pwnagetool to jailbreak and make sure the activate phone box is *checked*. It is by default anyways.

iPhone 2G or 3G? if 3G you won't be able to use it on anything but AT&T. if original/classic iPhone you'll need to find a custom firmware or use the Pwnage tool to re-unlock it.

I'm going to go out on a limb here and say that the OP isn't living in the US.
OP, your iPhone is no longer activated. To activate it you need to 1) put in an official network sim card or 2) tick the "jailbreak" box in Pwnage Tool (currently only mac only) to create a custom IPSW to update with or 3) download an activated custom jailbroken IPSW from the internet somewhere.----
Cheers!
