The APN settings may have to be set up. In the header bar click on "Guides" then Carrier APN settings to find what you need. APN settings are located in the phone by going to Settings/General/Network/Cellular Data Network.

In all the time I've been assisting members I have never heard of Consumer Cellular. Is it a division of another carrier or what country is it?

No clue at all sorry, perhaps try a friends SIM card and see if it works with theirs, it may be your carrier.
