Cannot dismiss "Edit Home Screen"

My father in law messed his 3g iPhone up with iTunes.
His son tried to restore in iTunes, but they could not activate or get it to work.
This is a legal iPhone. He had a sim lock prior to this. I tried first to restore and JB with pwnage and the JB was ok, but cannot dismiss the "Edit Home Screen"
The I restored normally with original FW but same thin happened, cannot dismiss the "Edit Home Screen"
I can connect the iPhone via SSH, but I do not know what file to modify to remove the the home screen message to enter the iPhone.
Anybody please....
