Here is an idea. This might work. You could crack the screen and submerge it in water (don't laugh this really could work). Take the phone to an Apple store (if you have one near you NOT! ATT) and hand them the phone pay 99$ and you will get a refurbished phone back. They ask no questions. I am being serious, My friend had a similar problem and they gave him one. This would solve the problem, because you would have a new phone.

Report the matter to ebay/paypal, get your money back you will still be able to keep the iphone And then spend the money you get back on a new 3g.

I don't think Apple or AT&T block IMEI since they lose business.

In Europe any stolen phone is blocked. It encourages phone sales as people know their phone is unlikely to be stolen.

why dont you just jailbrake the iphone and then unlocked just skip the normal process of activating and etc.

this should work like a charm except if the imee or cellphone is blocked on wish case nothing can be done. (is that the case claim for your oney back)

dont forget to try my advice and just forget of doing it the normal way (via itunes)
for jailbrake use redsnow and for unlock ultrasnow

I wonder when AT&T started doing that?You see I had an iPhone stolen from,I called AT&T and asked the to run a trace on the imei to see if it was being used,they did and told me yes it was in use,but could give me NO further info.So i called a friend that works for AT&T Tier 2 support and asked him he told me Im SOL that THERE IS NOTHING THEY CAN DO ABOUT IT..THEY DO NOT BLOCK IMEI..AT ALL and the messed up thing AT&T STILL WANTED TO CHARGE ME $20 a month for the data...WTF..

The OP's problem is it is blacklisted through iTunes..
