a bit more info would be nice i.e. type of phone 2g/3g. what OS your using.

Just moved here from the USA, with an iPhone 3G running 2.2.1

What is the first step to being able to use it here? What is the difference between Jailbreak and Unlock?

Essentially I'd like to be able to use the phone on a local carrier, and have a prepaid card for the Data.

Welcome to MMi
Unlock gives you the ability to use with carrier other than AT&T.
Jailbreak allows you to modify it.
