My question is simple...can Ziphone 2.5 unlock iPhone 1.1.4 OTB?

Also...can it unlock the 16gb iPhone 1.1.4 OTB?

yes, but it would downgrade your bootloader if you unlock with Ziphone

What other options are there to jailbreak and unlock the 1.1.4 Otb 16 Gb? Which ones would you recommend?

use iLiberty+ it will downgrade your bootloader from 4.6 to 3.9fakeblank which is safer in the long run
