That article was written before the 3GS came out which could explain why it's not mentioned.
There is at least one person in Mumbai that does the same and I believe someone in Pakistan. there was a rumour that someone in Brussels could also do it.
I have no idea if any of them do the 3GS.He who asks a question looks foolish for 5 minutes. He who doesn't ask a question remains foolish forever.

I think the insides of the 3G and the 3Gs are the same, except for the obvious differences. So I'm pretty sure this could work!
