can I activate/unlock a 2g phone without a sim card?

sorry if this is posted elsewhere. but anyone got an answer? thanks in advance!

EDIT (Please read!) these phones are very old and do not have sim cards. Using quickpwn needs you to be on 2.2.1 and I can't restore to 2.2.1 b/c it gives an invalid sim error.

anyone got anything here?

These are really old 2g phones. I know they are 1.X but am not entirely sure what exact firmware they are on. they have no simcard and aren't activated. When I try to restore to 2.1 I get an invalid sim error, so am not able to use quickpwn.
