Exclamation Emergency screen after jailbreak and gevey 3g

I am having a problem maybe you can help...

I have an iPhone 3g that I sent to my brother. I am an official att customer and he has t-mobile. I do the same process as you explain above i.e. update to 2.1, connect and activate through itunes( I also cancel the sync), once that is completed I jailbreak using QuickPwn installer, cydia, winscp all work perfectly but when he tries to put in his sim with the Gevey 3g he gets the t-mobile symbol in the top left but the emergency screen is present.

What am I doing wrong and what can I do?

    Thanks

EDIT: I need to learn to read...

I once prayed to God for an iPhone, but quickly found out He didn't work that way...so I stole an iPhone and prayed for His forgiveness.

here, this is what u need to do, restore your phone with itune 8(take out sim) after it is done, turn off itune, use quickpwn 2.1 (only) then just follow what it say, then it is done.
quickpwn will activate, unlock, jailbreak 2g, and activate and jailbreak 3g.
