UK iPhone on 1.1.1 everything working except calls? Can you help?

Hi Guys,
I am trying to sort out an iPhone problem and am going round in circles.
I have an original release USA iPhone and an now in the UK.
The phone was accidentally upgraded to 1.1.3 and following some online guides, I have managed to get the phone back onto 1.1.1.
I can receive texts, get onto wi-fi and everything is looking great - I even have the vodafone logo and full bars - except......... I can't seem to be able to make or receive calls. when dialling into the phone I get a "there is a fault" report on the line and dialing out, I get "call failed" Can you help?
