I know the process of the hackers trying to unlock 1.1.3 is still coming along, but actually how long should this be taking?

There is no way to put a timeline on breaking a copy protection. When it happens it happens. Being that there aren't yet thousands of people with 1.1.3 OTB phones, dev team would probably rather focus on the (currently) larger group needing their 1.1.2's unlocked.

OTB 1.1.3 and upgrade to 1.1.3 is identical because basebands are upgraded again (I think bootloader too?)

It might be. I thought they updated both. In any case 1.1.3 update will most likely = 1.1.3 OTB when it ships
