Are you using the SIM that came with the iPhone Originally? If not, then it will not activate because you have to unlock your device to use any other type of AT&T or Cingualr SIM that didnt originally come in the iPhone itself. No unlock solution is available yet.- iPhone 8gig and 16gig 3G - 3.0 - JailBroken + Unlocked to T-Mobile Unlimited Plan & Total Internet Plan.
- iPod Touch - UnJailBroken

Try restoring to 1.1.4
and use pwnage tool to jailbreak and unlock then upgrade to 2.0 and try to activate with the sim inside maybe that would work cause you are completing the step with the sim

iTunes will only activate it if you have a VALID account. Otherwise you have to use iLiberyt (or something else) to activate it.

Download ziphone, Put it in recovery mode and itunes will detect that it needs to be recover either locate the restore using the shift on windows and browse to the file. Then itunes will restore your iphone. If that doesn't work then try updating to 2.0.
