Unlocking an iPhone for someone

I was wondering if you can tell if a phone has been unlocked without a sim card. I plan on giving my iPhone to my cousin, but he lives on the other side of the US. I don't know anyone that's with T-mobile, so I was just wondering if there was a way to be sure that the phone is unlocked without having another carriers sim card. I'm running on a Mac, so would PWNage be the best choice? I don't think he would like having the pineapple replace the apple logo though, and that cartoon image of Jobs.
