When you run anySIM 1.1 does the new SIM card have to be in for this to work properly?

i ran anysim with my current at&t sim that i had been using with the iphone for months. After that it seemed like a t-mobile sim card wouldnt work but then i restored it to the 1.1.1 firmware, and jailbroke it and then it suddenly worked.

Yes, you need your new SIM in the phone when running AnySim to unlock. After opening Anysim I think on the first page it states "Please make sure your NEW SIM is in your iPhone"
