How To Restore Carrier Locked Phone?

My phone shows on the connect to iTunes screen a lock at the top of the screen!
Also the white Apple icon has a scar running half moon shape side to side over the entire icon???
I have tried again and again to DFU restore but everytime come back to the same screen with the little white lock icon on top.

Does anybody have experiences with this?
