unlocking with pwnage and use iliberty to install software

so can i use pwnage tool and then use iliberty+ to install cydia and installer?

also, if i wanted to restore the iphone to the locked state, i can just use the 3.9 to 4.6 upgrade tool in +iliberty repository and restore with itunes right? then it will be locked and i can unlock again with pwnage tool?
