Default 3gs 5.1.1 downgraded to 5.13.04 no ATT signal
The tedious history of JB, unlock, flash to ipad base band, etc. is here.

Basically, I have a SIM from an old ATT cell phone that I put into a 2g iphone, and it works just fine as a phone (no data plan). I want to do the same thing with this 3gs. Since JB and unlocking is not working, I suspect there's something else going on since I get a "SIM not allowed" message in settings/general/about/network, but the phone otherwise knows it has a SIM in it, and knows that the carrier is ATT.

Is this something that ATT will solve for me?

    Thanks for the help!

What do you mean jailbreaking and unlocking the phone isn't working? Could you describe what you tried using and how it isn't working? The phone may be blacklisted, that's why I ask. I could be wrong though.
