pay as you go not working on my 3g

ive seen people just put in there sim card and works instantly with the phone but for some reason mine does everything except send text, i have put in differnt sims but not a at&t one and they all work, does anyone know whats up with this?? thanks

Walk into any AT&T store "Hey i dropped my phone in a lake wile fishing i got a new phone coming in the mail from ebay can i get a new sim card activated with my account info please?" they will give you a new sim card activated throw it into your iPhone and enjoy.
