Im upgrading through my wifes line since she only pays 299 for the 32gb, and my line would be 499 for the 32 gb. she dosnt really care for a new iphone but i do lol.

I'm a little confused. When I dial *NEW# it says I can purchase at full retail pricing. Is this the $599 and $699 prices, because when I go to pre-order through the app store it tells me that I have to pay $699 for the 32GB.

This means, full retail...a.k.a no discount or upgrade pricing, so yes full 566/699 pricing with no contract.
