International Roaming

I received the text below from AT&T yesterday. It appears that now I can roam overseas with my iPhone. Anyone else get something like this?

I had received this text before, but I still have to call in before departing the country to add the "World Traveler" plan to my account or it will not let me dial out. The plan is $5.99 and it is prorated depending on how long you have it on your account during any billing cycle. If you forget to add the plan before you travel they have a free out of country number you can dial to activate it.
