Can I...?
Can an AT&T user that already signed the contract keep buying 3g iphones for the original price like the 3g 8gb for $200 without signing another contract?

Not unless you are eligible for an upgrade on that line

Idk but my brother is an AT&T user and I'm wondering if he can buy the 3g brand new for the original price without signing anything because I want to get a brand new 3g for original price.

If he is eligible for an upgrade, you can. There are two types of upgrades, ones with commitment extensions and ones without. If you use his upgrade then he wont have it to use later himself.
