"The name defines it. "CELLUAR" data usage so it's Edge. I confirmed this by resetting the settings and then browsing safari over Wi-fi and then data usage remained at zero.

There are threads here regarding how to ensure that Edge is 100% blocked.
As for WIFI, well you surf back onto Edge when out of range of a know WIFI router. If you did not ensure the WIFI icon was showing at the top, your surfed onto Edge at a pay as you go rate. This should not technically be possible. If you did not request data, then the network should not be accessible to you....i.e., it was ATT responsibility to ensure that you could not accidentally get on Edge.
Dont know what 55MB will cost buts probably the cost of a years worth of Data.
Might claim ignorance and demand that the data charge be removed. Data is not mandatory on any phone except iPhone so I would not tell them you have one....though I can assure you they can tell you are using an iPhone. Tell them they are wrong.
Good Luck.

To be more exact: At $.01 per kb, you're looking at a $563 charge. Ouch.

Still, if you have no data plan then you should not be able to accidentially surf onto the data network. EVER. This is how it used to work with ATT. This is a deliberate change by ATT to create these huge mischarges. Most people wont fight.
