On my AT&T account, its under my mom's name (3 lines on the account).
I'm not eligible for the upgrade, but she is and said I could use it if I wanted.

My question:
If I have her go and get the iPhone on her line, can I switch the SIM cards and still use it as if it were on my line?

I would suggest you call AT&T customer care or local store for a definite answer. If I had to guess though I would say no because it will be her SIM and phone number activated on the iphone plan.

When you put your SIM in the iPhone it will prompt you to connect to iTunes and it will upgrade your account to the iPhone.... The problem is you mom will be stuck with the iPhone data $30 charge on her account and on yours when you activate it on your sim..... The question is are you sure you're not available for an upgrade???

So, if I understand it correctly, it would work as long as no extra data plans are added?
