    It it be of no use to anyone if reported stolen or lost. Not certain why you would want to do this, seems odd.

    What you are asking is fraud, but to answer a general question when the imei is blacklisted it is only blacklisted to that carrier. If unlocked blacklisted will work any carrier just not that one it's black listed too
