    Default Carrier update WARNING!
This Is just a warning. If you do the carrier update you will lose your personal hotspot. If you already did this by accident. You can restor your phone from a backup(iCloud or computer) to get carrier bundle 14.0 back. Provided you didn't backup after the update.
    Settings/general/reset/erase all content and settings
Then after that restore from iCloud backup.

Also, if your iPhone is jailbroken, don't do the Erase All Content and Settings. This will break the jailbreak and you have to restore

Also, if you've already done the carrier update and are jailbroken, just go to Cydia and install the TetherMe app. That'll give you the personal hotspot option back.

How did you do so? The custom ipcc?
I'm only assuming after the erase and backup

No. I did it so I wouldn't have to erase and backup.
