Can't get 3G

I'm on an IMEI unlocked iPhone 4s and have put all the settings from this link

but still can't get wifi. Anyone know the problem?

I'm a little confused on your question. Is it the 3G or WiFi that you can't connect? They are two different things. For WiFi make sure you turn it on under Settings->WiFi. If it's off slide the button to on and choose the WiFi network that you want to connect to.

For 3G, you need to make sure that T-mobile has upgraded your locations, otherwise, you won't get it. Check the link below to see your area coverage. Also you need to enable 3G on the iPhone to do that go to Settings->General->Cellular and make sure that 3G, Data, and maybe roaming are on. Good luck
