Just pop the sim out reinsert and reboot the phone. You should now have the "Cellular Data Tab" in settings.

All you need to do is go to cydia and search for APN Editing. This will enable APN Editing on any iPhone and Fw.

I popped the SIM out, reinserted and rebooted the iPhone, now I can see the Cellular Data Tab, but I only can put it on or off, I can't change the APN settings, any ideas?

You can set it as a mobile profile at Unlockit - APN Changer for your iPhone
