iPhone 4 MMS Working!
Add Sinfuliphone Repo to Cydia. Download T-Mobile iOS4 MMS Fix
Reboot
Reset Network Settings
Make sure Cellular Data is on. I have Data Roaming on as well.
Edit MMS settings to:
MMS
APN: wap.voicestream.com
MMSC: 216.155.174.84/servlets/mms
MMS Proxy: 216.155.165.50:8080
MMS Max Message Size: 1048576
MMS UA Prof URL: http://www.apple.com/mms/uaprof.rdf
Reboot
I can now send and receive MMS. I don't have a data plan either so I left those settings blank.
Hope this helps!

Was it working after using Jailbreakme? If not you have to update some packages in Cydia
Did you install any of the carrier bundles? If so uninstall it

If you don't have the Cellular Data Network Option after Jailbreakme,
Try this. Fire up Cydia and let the loading to finish. It will now automatically ask you to update Cydia. Touch on “Complete Upgrade” and reboot the device once it is done. Go to Settings –> General –> Reset –> Reset Network Settings. Reboot the device again. The problem should be fixed now.

Guys, I think I found the secret. Those of you not getting the cellular data page, how old is your sim card? I just bought a brand new T-mobile sim chip and now I'm getting the page to enter the settings...

I am able to send without problem (other side receives MMS) but also cannot receive without getting the error on picture resolution, I just get the text from the MMS.
I see the comments about Sinfuliphone repo, but I don't understand what that is and how to add it to Cydia - perhaps you can fill in a couple more blanks, roflc0pter? I'm not very familiar with using Cydia and packages, but am willing to try with a little instruction.
iPhone 4 32Gb / 4.0.1, Jailbreak/Unlocked, originally activated on AT&T. No problem in getting to the cellular data options entry screen.

This last part worked for me!
I put an AT&T sim card that was active, waited for reception, then the T-Mobile sim card, waited for reception...the the cellular data option appeared. After that I loaded the sinfuliphone repo's T-Mobile MMS fix and....BAM!, mms worked!
