Is epc.tmobile.com being throttled?

I was out of the country for about a month and had my account suspended. I returned yesterday, and I'm seeing generally high latency but especially low throughput of about 50 Kbps as measured on i.dslr.net/tinyspeedtest.html, whereas a month ago I was seeing 150-220 Kbps.

I've reset my phone and its network settings, to no avail.

Are other people seeing this slowdown?

Tested here in Minneapolis and I'm seeing about 700 - 733 ms latency times and between 244 - 300 kbps downstreams.

I'm seeing generally better latency (578ms-807 ms with the first packet at 1352ms), but greatly reduced speeds. Are you using any special .icc files installed via Cydia? I haven't.
